1.0 TANZANIA NATIONAL ROADS AGENCY (TANROADS)
Tanzania National Roads Agency (TANROADS) is a semi – autonomous Agency under the Ministry of Works established on July 1, 2000. The Agency is responsible for the day to day management of the Tanzania Mainland’s trunk and regional roads network. Its primary functions include the management of maintenance and development works, operations of the network and axle load control, the implementation of road safety and environmental measures, provision of advice on the strategic framework, policies and plans for the road sector.

1.1 SENIOR TECHNICIANS – 4 POSTS ( Regions)
1.1.1 DUTIES AND RESPONSIBILITIES
 Inspects and reports condition of the designated roads on a monthly basis or at more frequent intervals;
 Prepares and supervises monthly work programmes for contractors undertaking routine/ recurrent, periodic, and emergency maintenance works as directed by an Engineer;
 Supervises bridge maintenance works as directed by Engineer;
 Measures and certifies payments for contract works;
 Certifies worksheets, delivery notes and similar documentation as directed by an Engineer;
 Prepares reports for the Engineer as required;
 Carries out in-situ testing and take site samples;
 Supervise and undertakes laboratory tests;
 Records and reports on all test results;
 Monitors test result trends and reports to the Maintenance Engineer on issues of concern;
 Ensures that all laboratory apparatus and equipment are maintained in good order and calibrated as and when necessary;
 Monitors laboratory expenditures and ensures that invoices are raised promptly for customer services;
 Works for and follows up opportunities to widen the public and private sector customer base;
 Performs such other related duties as may be assigned by the Engineer from time to time.
1.1.2 QUALIFICATIONS AND EXPERIENCE

 Presents arguments and evidence to support cases in hearing.

 Researches and prepares cases relating to appeals
 Calls upon witnesses to testify at hearing
 Compiles registers of all legal documents including Contracts, Agreements, Bonds, Guarantees and Insurances; and ensures their proper keeping at the headquarters and regional level

1.9 ENVIRONMENTALIST – 2 POSTS
1.9.1 DUTIES AND RESPONSIBILITIES
 Ensures that environmental standards set by National Environmental
Management Council (NEMC) and other authorities/organizations are included in the respective contracts entered into between the Agency and contractors, or consultants; and those standards are adhered to in the maintenance and development of roads.
 Conducts research studies pertaining to road maintenance and development to develop theories or methods of abating or controlling sources of environmental pollutants, utilising knowledge of principles and concepts of various scientific and engineering disciplines
 Prepares graphs, charts, and statistical models from synthesised data, using mathematical, statistical and engineering analysis techniques
 Collects and analyses data to asses pollution problems, establish standards, and develop approaches for control of pollution
 Reviews how environmental issues are managed in maintenance and development projects.
 Advises the management on all environmental matters pertaining to the roads sub-sector.
 Liaises with the National Environmental Management Council (NEMC) and other relevant authorities and organizations with a view to updating the Agency’s procedures and care-taking in
 Environmental matters relating to the roads sector.
 Follows up consultants assessing environmental impacts of projects.
 Develops and manages checklists for contractors, ensuring that equipment, materials and processes are environmentally friendly in order to minimize degradation and promote and maintain ecological balance.
 Follows up on Agency’s environmental strategies.
 Assists when required by local governments, villages and the public in general where there are road projects, on how and where to initiate, develop and manage effectively and efficiently sustainable environmentally friendly strategies.
 Prepares reports as required

KISIMIRI HIGH SCHOOL: FROM TREE SHADE TO MODERNITY

Kisimiri Secondary School in Ngarenanyuki ward now has a modern high school after running under tree shades and in an old building since 1994.

The Kisimiri school which is the only co-educational special talents school at A level in Tanzania now boasts of modern buildings including sufficient teachers quarters surpassing even better placed urban- based schools.

This positive development at Kisimiri school has come about through an Arusha born
President of Swiss Intermediate Education Fund, Professor Emil Karafiat, who was also brought up at Kisimiri until age of 12 years when his mother died. His father had to be sent home to Switzerland due to illness and died in 1965. He also had to leave Tanzania then.

Karafiat said Kisimiri, his childhood residence, had never gone out of his memory so he made a point of visiting it in 1994 and found students attending lessons under trees and in a dilapidated old estate buildings something that gave him a strong feeling to extend support towards the village.

So on return to Switzerland he started mobilising supporters to contribute towards a fund to develop the Kisimiri secondary school.

Karafiat told The Arusha Times that among the respondents towards Kisimiri school was Professor Nava Settler, the President of Swiss Talent Foundation who decided to take care of the high school. He transformed what was once an eyesore to a well- furnished co-educational special talents high school after the government of Tanzania had given him a go- ahead.

Professor Karafiat said he has prepared enough solar panels for supply of power in the school as the area has no electricity. The school, he said, must have computers and satellite communication system for better global contacts for the students and teachers.

The Swiss supporters have also planned to offer annual study tours of three weeks for teachers working in secondary schools based in Arumeru district to give them exposure and hence improve their teaching proficiency.

Karafiat was born in Arusha municipality (then township) in 1951, brought up by his parents in an estate at Kisimiri until he was 12 years old in the early sixties. He is now a Professor of English at the KME University in Switzerland.

He thanked the people of Tanzania and the government for their cooperation and commitment and promised to go on supporting educational efforts in Tanzania as he believes education is a pre-requisite in any meaningful advancement of humanity.

The founding head of the Kisimiri High School, Abner Mrema, said the school that he and his colleagues started under the forbidding conditions has at long last grown into the present ultra-
modern institution through the efforts of Professor Karafiat who had decided to extend a helping hand to the villages of his childhood.

Mwenge wa Uhuru unatarajiwa kupokelewa na kukimbizwa wilayani Hai,kesho Agosti 22,2014 ambapo utafungua,kuweka mawe ya msingi na kuzindua miradi sita yenye thamani ya jumla ya shilingi 674,675,231.38

Mkuu wa wilaya ya Hai,Novatus Makunga ameeleza kuwa Mwenge huo utapokelewa katika kijiji cha Shirinjoro maarufu kama Maili sita majira ya saa tatu asubuhi ukitokea katika wilayani moshi katika Manispaa ya Moshi

Makunga ameeleza miradi hiyo itakayopitiwa na mwenge wa uhuru imewezeshwa kwa fedha za Serikali kuu,Halmashauri ya wilaya,Wahisani pamoja na nguvu za wananchi.

Ameeleza kuwa baada ya kupokelewa utazindua rasmi bwalo la kulia chakula katika shule ya msingi ya Lambo Estates ambalo limejengwa kwa gharama ya shilingi 56,863,100.Bwalo hilo liliwekewa jiwe la msingi na mwenge mwaka juzi.

Mwenge huo baadaye utaweka jiwe la msingi katika ujenzi mpya wa madarasa matatu ya shule ya msingi ya Modio ambayo ilivunjwa yote kutokana na kupigwa na tetemeko la ardhi ya kusababisha majengo yote kuwa na nyufa.Madarasa hayo yatagharimu shilingi 64,334,800.

Mradi mwengine utakaowekewa jiwe la msingi ni wa Kituo cha Ukusanyaji na uhifadhi wa maziwa cha Uduru ambacho kinajengwa kwa gharama ya shilingi  82,730,046.Baada ya hapo mwenge huo utafungua maabara ya kisasa katika shule ya Sekondari Udoro iliyojengwa kwa gharama ya shilingi 85,378,900.

Makunga ameeleza kuwa mwenge huo pia ufungua huduma za X-Ray katika hospitali ya serikali ya wilaya ya Hai iliyojengwa kwa gharama ya shilingi 185,415,000 na baadaye kuzindua kituo kikuu cha mabasi cha mji wa Hai kilichogharimu shilingi 199,955,367/38

Mkuu huyo wa wilaya ametoa wito kwa wananchi kutjitokeza kwa wiki katika shughuli ya mwenge wilayani humo ambapo amefafanua kwamba kwa mwaka huu umebeba ujumbe usemao "Katiba ni Sheria kuu ya Nchi," na kuongeza kuwa ujumbe huo una kauli mbiu "Jitokeze kupiga kura ya maoni tupate katiba mpya,"

Ameeleza mbali ya ujumbe huo kadhalika umeambatana na kauli mbiu za kataa UKIMWI,Malaria, Rushwa na Dawa za Kulevya.

Makunga ameeleza kuwa maandalizi yote kwa ajili ya mapokezi na hatimaye kukimbizawa kwa mwenge wilayani Hai yamekamilika ikiwa ni pamoja na kuwashirikisha viongozi wa kada zote na wananchi kwa ujumla wao.

KIA ISSUES RED ALERT ON EBOLA THREAT

Health experts in northern Tanzania are keeping a tight watch around the Kilimanjaro International Airport (KIA) following red alerts of an eminent spread of the Ebola virus that is taking toll on West Africa.
The Kilimanjaro Airport Development Company (KADCO) director of operations and technical services, Christopher Mkoma says that currently health officials have increased their monitoring undertakings and are maintaining tight restrictions around the airfield.

"Our health personnel are maintaining a tight surveillance at KIA, the second largest airport in the country, monitoring developments of a new outbreak of the deadly Ebola in western Africa," Mr Mkoma told media at the weekend.

Though not a single Ebola case has so far been reported in Tanzania, experts have strongly
warned people around the vast periphery from interacting with anybody reportedly being sick on the borders.
The Ministry of Health and Social Welfare has deployed medics and installed a temporary clinic at KIA as a precaution and rapid test in case of Ebola-infected entrants.

The deployed health workers examine arriving passengers well before they allow them to proceed to immigration desks, to minimize inadvertent spread of the virus if one is already on the queue with unprepared passengers or officials around him or her, the official noted.

The International Civil Aviation Organisation (ICAO) had also deployed experts to train KIA workers and in other airports in the sub-region on the rapid testing of Ebola virus.

"We also apply Advanced Passenger Information methods by tracing passengers from where they come from," he said, identifying it as also to mark out possible narcotic drug carriers.

KADCO had in collaboration with the ministry also embarked on an awareness campaign targeting other aviation stakeholders.

Posters and brochures on symptoms of the fatal disease and appropriate preventive measures were distributed at KIA as part of the campaign.

KADCO business development manager Christine Mwakatobe said that with KIA emerging overall winner of the Routes Africa Airport Award 2014, the airport management had to beef up surveillance to ensure passengers were safe.

"We have more than doubled our health and safety surveillance staff to ensure that the safety status of the airport is not tainted,” she said.

Serikali wilayani Hai Mkoani Kilimanjaro kimemuamuru mwananchi mmoja wa kijiji hicho anayemiliki kundi la mbwa ambao wamekuwa tishio kwa wananchi awaue kabla ya kufikia Ijumaa ijayo Agosti 15 ya mwezi huu.

Hatua hiyo ilifikiwa kutokana na  agizo la mkuu wa wilaya ya Hai,Novatus Makunga kwa afisa wa mifugo wa wilaya hiyo kufuatia kero ya muda mrefu ya wananchi wa kijiji hicho kushambuliwa na baadaye kung’atwa na mbwa hao iliyowasilishwa na mwananchi Elingaya Tarimo.

Makunga ameeleza kuwa Afisa Mifugo wa wilaya,Fratern Augustin Mtika amekamilisha kazi hiyo kwa kukutana na mmiliki wa mbwa hao aliyemtaja kwa jina la Afraeli Mbise pamoja na wananchi mbalimbali ambao kwa nyakati tofauti waliumwa na mbwa hao.

Amesema kuwa mtuhumiwa huyo anafuga mbwa watano nyumbani kwake bila kuwa na nyumba inayokidhi matakwa ya sheria ya kufuga mbwa ambayo inaelekeza makazi hayo lazima yawe yamezungushiwa uzio ambao mbwa hawawezi kutoka nje na kuleta madhara.

Makunga ameeleza kuwa afisa huyo wa mifugo aliitisha kikao cha pamoja kati ya mwenyekiti wa kitongoji cha Nkwansira kati,Adolf Masawe,Mfuga mbwa,Afraeli Mbise pamoja na wananchi sita ambao waliumwa na mbwa kwa nyakati tofauti.

Wananchi hao ni pamoja Rose Masawe,Ndenaike Kimaro,Minafyaula Masawe na Tumaini Lema pamoja na wazazi ambao watoto wao waling’atwa na mbwa Jamika Samiyekawake na Martha Phelemon.

Ameeleza kuwa katika kikao hicho walalamikaji walianza kutoa maelezo yao kuhusu walivyong’atwa na mbwa kila mmoja kwa kadiri alivyoweza kujieleza.

Ameeleza kuwa mbwa hao walianza kung’ata watu kuanzia mwezi Julai 2013 na mtu wa mwisho aling’atwa mwishoni mwa mwezi uliopita.Idadi kubwa ya watu waliong’atwa na mbwa hao ni majirani wanaomzunguka mwenye mbwa.

Mkuu huyo wa wilaya ameeleza mfugaji huyo wa mbwa alishindwa pia kuzingatia muda wa kisheria wa kufungua mbwa ambao ni saa nne usiku na kuwafungia saa kumi na moja alfajiri.

Wananchi wote hao waliong’atwa na mbwa walitibiwa vidonda na kuchomwa chanjo ya kuzuia kichaa cha mbwa  kwa gharama zao mwenyewe
.
Kwa upande wake mmiliki wa mbwa hao,Mbise alieleza kuwa kwa kawaida yeye anatoka muda wa usiku sana kwenda kwenye biashara yake ya kuchinja ng’ombe na alikiri kuwa watoto wake ndiyo wanaozembea kufungua na kufunga mbwa kwa muda uliopangwa kisheria.

Hata hivyo Mbise aliwaomba radhi waathirika wote juu ya madhara waliloyapata na wote walimsamehe pamoja na gharama za matibabu na chanjo walizojigharamia kwa moyo mmoja na kumsisitiza waendelee kuishi vizuri kama majirani wema.

Mkuu huyo wa wilaya ameeleza kuwa zoezi hilo la kuwaua mbwa hao litafanyika chini ya usimamizi wa mwenyekiti wa kitongoji na mgambo wa kijiji na kwamba afisa huyo ya mifug wa mifugo atakwenda kukagua na kuthibitisha kuuawa kwa mbwa hao Jumatatu ijayo Agosti 18 mwaka huu

Mkuu wa wilaya ya Hai,Novatus Makunga ameeleza kuwa serikali wilayani humo imejipanga kuondoa kero zote zinazoawakabili wananchi wanapoenda kutibiwa katika hospitali ya serikali ya wilaya hiyo zikiwemo lugha chafu za watumishi wa hospitali hiyo



Makunga ametoa kauli hiyo katika mikutano yake ya hadhara na wananchi wa mitaa ya Kingereka na Kibaoni katika kata ya Hai Mjini.



Awali wananchi wa mitaa hiyo walieleza kuwa kero kubwa wanayokumbana nazo katika hospitali hiyo ni pamoja na lugha chafu katika eneo la mapokezi,ukosefu wa dawa pamoja na madaktari kutokaa katika vyumba vyao vya kuwahudumia wagonjwa.



Mkuu huyo wa wilaya ameeleza kuwa hatua za awali zimeshaanza kuchukuliwa ikiwemo kuanzisha mpango unaojulikana kama sauti ya jamii ambapo kupitia mpango huo wananchi wanaokumbana na kero katika hospitali hiyo wamekuwa wakitoa taarifa.

"Taarifa hizo zimekuwa zikijadiliwa na kamati ya uongozi ya hospitali hiyo kila mwezi na kuchukuwa hatua na baadaye mrejesho kutolewa kwa wananchi,hivyo zote kwa pamoja tupambane na uvunjaji wa maadili katika hospitali yetu" alisema Makunga



Aidha amewataka wananchi hao kutoa taarifa mara moja pale wanapokumbana na kero yoyote kwa mganga mkuu wa wilaya ama mganga mfawidhi ama muuguzi mkuu na hata yeye kama mkuu wa wilaya na mkurugenzi wa halmashauri ya wilaya ambapo wote hao walitoa nambari zao za simu za mkononi.



“Tumeanza kuchukuwa hatua na itakuwa vyema pale unapokumbana na kero kutuletea taarifa hapo hapo bila ya kuchelewa,sasa wakati umefika wa kuambiana ukweli,kama mtu anaona kuhudumia umma kunampotezea wakati basi akaanzishe zahanati yake ambapo huko atakuwa huru kutumia lugha chafu,”aliongeza Makunga



Ameeleza maboresho makubwa yaliyofanywa na serikali katika hospitali hiyo hayatakuwa na maana endapo kero hizo zitaendelea kudumu na kusababisha wananchi kupata huduma kwa mateso makubwa.



Makunga amezitaja huduma zilizoboresha kuwa ni pamoja na upasuaji mkubwa kwa kuwa na chumba cha kisasa,ukamilishaji wa wote ya upasuaji pamoja na kukamilishwa kwa huduma za X-Ray ambayo itafunguliwa rasmi na mwenge wa uhuru mnamo tarehe 22 ya mwezi huu



Kwa upande wake mganga mfawidhi wa wilaya ya Hai,Dk Fanuel Mollel alikiri kwamba huko nyuma kulikuwa na tatizo kubwa la madaktari wa hospitali hiyo kutumia muda mrefu kwenda kunywa chai kwa kutoka pamoja kwa makundi na hivyo kusababisha wagonjwa kusota kwa muda mrefu.



Amesema hatua za kudhibiti tabia hiyo zimeshachukuliwa ikiwa ni pamoja na kuanzisha kantini eneo la hospitali hiyo.



Kuhusiana na upungufu wa dawa ameeleza hali hiyo inatokana na taratibu za serikali ambapo kwa sasa zinataka dawa ziagizwe kutoka katika bohari kuu ya madawa(MSD) ambapo mara nyingine ukumbwa na upungufu wa dawa
