2nd EAC University Students’ Debate Planned for 2-3 September 2013

The 2^nd East African Community University Students’ Debate on Regional Integration is slated for 2 – 3 September 2013. The Debate whose theme is: “Understanding the Opportunities and Challenges arising from the EAC Integration for Youth in East Africa”  aims at promoting continuous dialogue among the youth and to interest them in advocating for regional integration initiatives.

 
The Debate will be based on a topical issue related to the EAC integration. It will be moderated by five judges with expertise on the specific area of discussion and on the overall area of EAC integration in general and political integration in particular.

Six participants will be selected from each of the EAC Partner State, drawn from national universities, public, private and other institutions of higher learning. The participants will be either on the opposition or proposition side but the Secretariat reserves the prerogative to ensure that both sides have equitable membership.

Participation in this debate is limited to students who are in their second year at the university pursuing a degree.

Students who participated in the 1^st debate need not to apply to give an opportunity to others to take part.

Interested applicants with good analytical and communication skills; and a good command of English are encouraged to apply. Please note that the Debate will be conducted in English.

Applicants who are interested to participate should apply by explaining why they are interested to participate, indicate which University they come from and the Year of Study.

In addition, applicants are expected to write an essay on “Understanding the Opportunities and Challenges arising from the EAC Integration for Youth in East Africa”. The essay should not exceed 2 pages, bookman old style font with single line spacing. Lastly, applicants are required to attach their CVs, copies of their national ID and University Identity Card.

EALA APPROVES EAST AFRICAN COMMUNITY(EAC) BUDGET

East African Legislative Assembly(EALA) has debated and approved the EAC Budget totaling $131,806,032 as the House adjourned yesterday afternoon at Kampala,Uganda

With it, EALA also passed the Appropriation Bill 2013 and the Supplementary Appropriation Bill, 2013 respectively. 

The object of the Appropriation Bill, 2013 is to make provision for the appropriation out of the budget for the specified amount of money for the services and purposes of the Community for the financial year ending 30^th of June 2014. 

Chair of the Council, Shem Bageine today moved a motion for amendment to the budget allocated to EALA increasing the specified amount by USD 776,050 to enable the Assembly undertake additional Sittings. 

The Budget is allocated to the Organs and Institutions of the EAC as follows; East African Community Secretariat ($69,787,824), East African Legislative Assembly ($13,806,032) and the East African Court of Justice ($4,279,489). 

The Inter-University Council for East Africa shall receive $ 9,692,785 while $ 3,203,042 is earmarked for the Lake Victoria Fisheries Organisation. 

The 2013/2014 Budget down from $140million in the previous Financial Year, prioritizes on consolidating the Common Market; completion of negotiations and movement towards the East African Monetary Union Protocol; investment promotion and private sector development; co-operation in cross-border infrastructure; enhancing the extractive and processing industries; implementation of the critical activities of EAC Food Security and the mainstreaming of policies, programmes and projects related to gender. 

The Budget Speech was presented by the Chairperson of the EAC Council of Ministers and Minister of State for East African Affairs, Uganda, Hon. Shem Bageine last week. 

The House today resolved into the Committees of Ways and Means and Supply to consider and approve the Financial Statement for 2013/14 and the revised estimates of expenditure respectively. 

  

Presenting the Budget estimates, the Council Chairperson, Hon Bageine had noted that among the identified priority areas, were interventions in the Customs Union leading to establishment of a single customs territory.

 Hon. Bageine observed that the single customs territory “will crystallize the gains of integration characterized by minimal internal border controls and a more efficient institutional mechanism in clearing goods”

The FY 2013/2014 Budget is to be financed by Partner State contributions through the Ministries of EAC ($37,297,442); Partner States through other agencies ($7,249,252); Development Partners support ($85,676,850); and other income ($205,850).

  

The Supplementary Appropriation Bill, 2013 makes provision for the amount required in the year ending 30 June 2013 for the expenditure incurred on Kenya Election Observation Mission.  The amount approved for the purpose is USD 478,930.94. 

 Minister Bageine informed the House that EAC had last year submitted proposals to development partners for the sole purposes of observing the elections of the Republic of Kenya.  

DANIDA approved over 4 Million Danish Kronor equaling USD 635,000 and the funds were integrated into the EAC Partnership Fund.   The amount boosted the EAC kitty following approval of a Supplementary budget of USD 235,000 from the EAC General Reserves in September 2012. 

 The Report of the Committee on General Purpose on the EAC Budget estimates of Revenue and Expenditure for the Financial Year 2013/14 was presented by the Chair of the Accounts Committee, Hon Jacqueline Muhongayire.

Mkuu wa wilaya ya Hai,Novatus Makunga amewaeleza waandishi wa habari kwamba matengenezo hayo yanatokana na ahadi ya Rais Jakaya Kikwete wakati wa kampeni za uchaguzi wa mwaka 2010.

Ameeleza kuwa matengenezo hayo ya kipande cha urefu wa kilometa 0.85 utachukuwa siku 45 kwa gharama ya shilingi milioni 90.

Amefafanua kwamba matengenezo hayo yataunganisha barabara inayoingia kituoni hapo na ile ya Moshi hadi Arusha pamoja na kukiwekea lami.

Makunga ameeleza kuwa wakati kituo hicho kikiwa kimefungwa,hivi sasa kinatumika kituo cha muda katika eneo la Double road

Ameeleza kuwa katika mwaka wa fedha wa 2012/2013,Halmashauri ya wilaya ya Hai ilitengewa na serikali jumla ya shilingi 460,810,000.

Wilaya ya Hai ina barabara zenye urefu wa kilometa 466.2 ambapo kati ya hizo,kilomeya 32 ni barabara kuu,kilometa 42 ni za mkoa,kilometa 175.93 ni za wilaya na kilometa 150.27 ni za vijiji na barabara za Hai ni kilometa 66.

Amesema kuwa barabara zinazopitika nyakati zote ni kilometa 235.53 ambazo ni sawa na asilimia 50.82

KENYA’S EAC CABINET SECRETARY SWORN-IN AS EALA MEMBER

Kenya’s new Cabinet Secretary for East African Affairs, Commerce and Tourism, Hon Phyllis C. Kandie was yesterday sworn-in as an Ex-Officio Member of  (East African Legislative Assembly) EALA as the 6^th Meeting of the 1^st Session of the 3^rd Assembly commenced in Kampala, Uganda.  

The Oath of Allegiance to the House took place was administered in the Assembly before the EALA Speaker, Rt. Hon Margaret Nantongo Zziwa.

  

The Member took the oath in accordance with Rule 6 of the Rules of Procedure of the Assembly. The Rules of Procedure say in part that: “No Member can sit or participate in the proceedings of the House until the Oath or Affirmation of Allegiance to the Treaty is taken”.

Rule 6(3) specifically states that “when a Member first attends to take his or her seat other than at the first sitting of a new House, he or she shall be brought to the table by two Members and presented by them to the Speaker who shall then administer the Oath or Affirmation of Allegiance”.

The Minister was ushered into the House by Hon Peter Mathuki and Hon Nancy Abisai. EALA has 45 elected Members and Seven Ex-Officio Members.   The Ex-Officio Members are the Ministers of EAC in the Partner States, the EAC Secretary General and the Counsel to the Community.

EALA is meeting in Uganda over the next two weeks.   The order of legislative business during the period shall include:

·         The Special Sitting and Address by H.E. Yoweri Museveni on June 5, 2013;

                       

·         Receive and consider the Budget Speech that shall be delivered by the Chair of the Council of Ministers, Hon Shem Bageine on May 30, 2013;

·         Debate on the following Bills: the EAC Vehicle Load Control Bill 2012 and the EAC Appropriation Bill;

·         Debate and adoption of various Committee reports on oversight of EAC activities, motions and resolutions.

Shah ameeleza kuwa kwa kutambua umuhimu wa mbio za mwenge kwa ajili ya mustakabali wa taifa,ndiyo maana ameamua kutoa mchango wake wa fulana.

"Sisi ni wafanyabiashara ambao kuwepo kwa mazingira mazuri ndani ya taifa kunatupa fursa ya kufanya vizuri na mwenge kwa miaka yote umekuwa nyenzo muhimu ya kuwaunganisha Watanzania bila la kujali dini,kabila ama vipato,"alifafanua.

Kwa upande wake mkuu wa wilaya ya Hai,Bwana Makunga ameeleza kuwa mwenge wa Uhuru utakuwa wilayani humo Jumatano ya kesho.

Amesema kuwa katika wilaya ya Hai utapitia miradi nane,ambapo kati ya hiyo mitatu itazinduliwa na miwili itafunguliwa wakati mingine mitatu itawekewa mawe ya msingi.

Makunga amefafanua miradi hiyo ni pamoja na bwalo la chakula la shule ya Msingi Kimashuku,Kituo cha afya cha Masama CTC,ofisi ya kijiji cha Mbweera,Kituo cha Maziwa cha Lemira kati,Madarasa matatu shule ya Msingi Mukwasa,Kituo cha mazoezi ya viungo cha Bomang'ombe,Mradi wa vijana wa uhifadhi mazngira Magadini na kituo cha mafunzo cha ufundi chuma kwa vijana Hai mjini.

Amesema kuwa miradi hiyo ina thamani ya shilingi 1,254,365,000/= ambapo mchango wa serikali kuu ni shilingi 479,600,000/=,halmashauri ya wilaya 20,668,000/= na nguvu za wananchi ni shilingi 33,097,000/= na wahisani shilingi 721,000,000.

Amesema kuwa mbio za mwenge za mwaka huu zimebeba ujumbe unaosema "Watanzania ni wamoja" wenye kauli mbiu "Tusigawanywe kwa misingi ya tofauti zetu za dini,itikadi,rangi na rasilimali"

Makunga ameeleza kuwa mwenge huo utapokelewa katika eneo la Maili sita ukitokea wilayani Moshi.

Amesema kuwa baada ya kuwa wilayani Hai kwa siku nzima siku inayofuata wataukabidhi mwenge katika wilaya ya Siha katika eneo la Lawate.
